5. Qualification Requirements for Bidders

5.1 The Respondent shall possess the relevant qualifications and experience in similar projects and shall have the capability to provide the services required under this procurement project.

5.2 The Respondent shall be an enterprise legally registered in the People&#(略);s Republic of China with independent legal person status and the capacity to independently assume civil liability.

5.3 The Respondent shall have a sound financial accounting system and good financial standing.

5.4 The Respondent shall have no record of major violations of laws or regulations, including fraudulently obtaining a contract award or serious breach of contract, during the past three years.

5.5 The Respondent shall have a good record of paying taxes and social security contributions in accordance with the law.

5.6 The Respondent shall possess the equipment and professional technical capabilities necessary to perform the contract.

5.7 During the three years preceding participation in this procurement activity, the Respondent shall not have been listed as a judgment debtor subject to enforcement for failure to comply with a court judgment. Where consortium bidding is permitted, none of the consortium members shall have been listed as such.

5.8 Consortium bids are NOT accepted for this procurement.
