2．业绩和资格要求：
投标人所投设备具有近十年内在海上油气田或FPSO上至少有2套成功运行2年以上的整橇业绩，并提供合同复印件和设备产品机型稳定运行2年（含）以上良好的用户运行证明文件，含设备名称、设备主要技术参数、用户名单、用户所在地国家（地区）等信息。
3．主要技术要求：
1）商业计量橇制造商必须为流量计制造商。流量计制造商作为单一系统技术责任人，负责商业计量橇的设计，制造，质量检验等工作，成橇组装工厂只承担管道，结构的加工和最后组装，成橇组装工厂需有ASME U和U2认证，并提供认证证书复印件。
2）涉及商业贸易计量，超声波流量计，质量流量计，流量计算机必须有NMI/OIML认证，并通过ISO(略)，(略)和OSH(略)认证。所有的超声波流量计、质量流量计、流量计算机须有中国计量器具型式批准证书。流量计和流量计算机必须为同一制造商生产，不接受贴牌产品，相关认证证书需提供复印件。
3）卖方必须提供由国家授权检定计量机构提供的检定证书，并提供证书复印件。

2.Qualification requirement:
In ten years at least two sets similar products service in an offshore platform or FPSO which work smoothly beyond two years. And provide the copy of the contract and user's evidence for the equipment operation for 2 years (including), with the user's name, location etc.
3.Main technical requirement:
1) The vendor must be flow meter manufacturers. The flow meter manufacturer is a single system technical responsible person. The meter manufacturer shall be responsible for the design, manufacture and quality inspection of the skid. The skid assembly plant only takes the pipe, structure processing and final assembly. The skid assembly plant must have ASME U and U2 certification, and supply the duplicate of certification.
2) The ultrasonic flow meter, mass flow meter, flow computer must have NMI/OIML certification, and passed ISO(略), (略) and OSH(略) certification. The ultrasonic flow meter, mass flow meter and flow computer shall have the pattern approval certificate of the measuring instruments of The People’s Republic of China. The flow meter and the flow computer must be manufactured for the same manufacturer and do not accept the label products. The vendor shall supply the duplicate of certification.
3) The vendor shall provide the calibration certificate provided by the state authorization verification institution, and supply the duplicate of certification.
